You forgot to build it.

Either run mvn build, or just download the binary: http://adterrasperaspera.com/images/DiabloMiner.zip

It seems you are right. And binary - solved the issue. But It s imposible to build with provided command. (I'm not a java man, so maybe its just my mistake).
