JIRA ticket: LIMS-1203

Summary:

A button was added 'temporarily' (https://github.com/DiamondLightSource/SynchWeb/commit/2535d0702410787392ca6966a4556b840c77bfae) to "Use Facility Account (UK Only)" when creating shipments, which was just a link to instructions.

Changes:

Remove button and helpers which create button
Remove $dhl_link variable from config and from the api/options endpoint

To test:

Create a shipment
