Subpackages are not found by default.

@nickbattam I think this explains the problems you found.

Coverage remained the same at 94.749% when pulling 6c1bfca20604d254515142d6f117a5f03cac54cf on setup into 753e598241005b2e2f6fc31481d0e13e27b2537a on master.
