Update `README.rst` before release #251

Some information is outdated (such as the pipeline filepath in the section titled "An example of running the code with test data"), and maybe other things should be modified and/or added.

Another thing that is outdated is the "Release Tagging Scheme" section. There doesn't appear to be a tag_filter configuration in pyproject.toml on the gpuloop branch, so I think this old and should be removed.
