Trimmed-down version of https://github.com/lebedov/scikit-cuda/blob/3c1338c4ecfa218d664c73dc70746862785ae555/skcuda/cufft.py that exposes only the functions from the cuFFT API that are needed in httomo for FFT plan related memory estimation
