FGS: Correctly configure zebra to allow manual shutter operation #232

Whilst running the FGS we need to be sure that if there is an issue we can switch to manual operation of the shutter. The logic to do this controlled by a logic gate in the zebra. However, we have wired it up incorrectly and have bypassed this check.

Acceptance Criteria

During the fast grid scan a user is still able to set the shutter to manual operation through the EDM screen

find out if we actually want to run FGS in manual mode
we set the shutter to manual on cleaning up after the plan but this doesn't happen if the plan doesn't error
this might actually be: we should be able to abort?
but it's probably just that we want to run it in manual mode

Conclusion: we should discuss with scientists and do some archaeology to find out if there was an important reason for automatic mode to exist, if not, we just use manual mode
