We have a more up to date Eiger simulation now. We should use it to test Artemis.

New Eiger sim is used in s03 (old one removed)
The Artemis system tests pass against the new Eiger
New system tests are added to take advantage of any new capability of the new sim
A list of requirements is created for any features that the sim doesn't have that we would need for full system tests

@DominicOram Yes, WIP here: https://github.com/dls-controls/tickit-devices/pull/54, also requires https://github.com/dls-controls/tickit/pull/137, which is now a big enough change that I will probably split it into two PRs.
