We should have an EPICS PV for the baton and who is controlling the beamline. Hyperion/GDA should set this appropriately

This should replace the existing GDA baton and be one that both Hyperion/GDA can talk to

Discussion had with @graeme-winter, @callumforrester, @dperl-dls, @keithralphs and @DominicOram:

Using a small python IOC to hold this state is sensible
Baton is a courtesy, does not need to deal with actual access control
The IOC should basically act as a mutex
Logic for handing over to Hyperion is pass baton then start Hyperion, which checks baton and starts
The baton needs to be able to be reset by a human
MX will build something and Core will review
