Recalibrated aperture positions not picked up #458

As a beamline scientist if I am recalibrating the apertures my workflow is:

Calibrate their position in GDA
Set these in the beamline properties file
Restart GDA server
Expect everything to be working

Because Hyperion only picks up aperture position changes on restart (I think) we miss that they have changed given the above workflow.

Acceptance Criteria

Hyperion will pick up the aperture position changes given the above workflow

Notes:

We could do this by:

Read the positions at least once per sample
Restart hyperion on gda server restart
Read the position in the UDC default state plan

3 will be the ideal long term solution but currently we have no default state plan
