Project management workflows #76

In Artemis we're also using GH actions to automate our project management workflows (https://github.com/DiamondLightSource/python-artemis/issues/87). Would it be useful to have these as a standard thing too? Maybe as optional

Does it need an additional token added as a secret? What scope does it need?

I have it using a separate token yes, the token I have it on has project, public_repo, repo:status, write:org. It is possible that's more than it requires exactly as I was fiddling a bit.

As discussed in person with @coretl, happy for us to not have it in this repo to keep it lightweight. Will put in a separate repo and link to it in the DLS developer guidelines so closing this out
