Currently builds are released via docker images and circleci build artifacts. For months @johnpasquarello has been pestering me to get rolling github releases for master after all tests run. I've been considering doing this via curl but figure that @thefotios might know a better way.

Note that the shaders folder should be bundled into this as its not that useful without it.

Also probably the new configure script from you branch once it lands in master. Maybe windows bundling all of the dlls in with it?
