Complete the Onboarding Page #46

This would be in addition to the CONTRIBUTING file but pointed to by it. It would be more targeted at a more complete introduction to FOSS/HFOSS and the technologies needed to participate in FarmData2. This would include introductions to FOSS, licensing, Git/GitHub, GitHub Flow, and technologies that are used in FarmData2. Imagine someone with some computing skills coming to the project... what would they need to do, what tutorials could they use, to get up to speed to where they could contribute? This would be a menu of those prerequisites possibly with required / recommended? Some that may apply to back end vs front end development?

I expect this will take better shape as the COMP290 course is offered and completed in Spring 2021 so might be a good summer 2021 project.

The following technology stack has already been included for development of the modules.

Other technology (e.g. docker, docker-compose, etc) at the bottom of the file still need to be completed.

This file now has something in all of the relevant sections. It could be improved and should be maintained as the onboarding requirements shift (e.g. in COMP 190 and 290). But closing this issue for now.
