Access denied to the CT config.xml file even though the firmware updates fine

What steps will reproduce the problem?
1.When I upload the Minimum OSD extra on my RCT OSD board 
2. Even tough it loads and saves fine I get the error (see screen shot)
3.

What is the expected output? What do you see instead?
I expect to get the OSD to work but it does not, it shows the error in the 
attachment.

What version of the product are you using? On what operating system?
I am using the 2.4_r682 hex with the 2.3.0.8 CT
