oxide folder missing in server root on fresh install #133

Describe the bug A clear and concise description of what the bug is.

To Reproduce Steps to reproduce the behavior:

  1. install a server with RUST_OXIDE_ENABLED=1
  2. once install is complete check the /rust/ folder for oxide

Expected behavior when installing oxide there should be an oxide folder in the server root with nested folders plugins and configs
