2 hours ago The game never tries to remove him, so he only doesn't exist if you enter through the window so his spawn never gets triggered.
Additionally, I think it actually makes sense for him to not be removed? While starting the raid, UNATCO would obviously let Gilbert and Sandra out, but they would presumably shoot JoJo on sight (which is basically the inevitable result of him not being despawned).
If he's still walking to the Rentons, he won't be removed and will actually fight on your side.
