maybe only good at low percentages, like only replace 5% of vanilla items
probably restrict it by type: ammo, weapons, and the rest of the useful items can just be an "other" category

most items aren't progression-gates, so they can be deleted and randomized fresh, just need to keep an array of the locations that items were in, and also their rotations and physics
