The ending objects in 15_Area51_Page are now randomized, but Helios still ends up being the most common ending. We now need to do what we can to balance the times to accomplish each ending.
taking a 2nd pass at this with FeatureFlag(3,3,0, "Area51EndingBalancePass2")
current plan is more locations for the goals, and maybe securing the door in the stairwell so you need to go to the mechanic first or find the datacube, which would clear out the area a bit on the path to doing Tong ending

this issue is being revisited after v3.2, Illuminati ending is pretty rare (probably optimal 1/6th of the time, aka only when Helios computer is in coolant room), and Tong ending is probably optimal 0% of the time

helios ending is too popular,
maybe increase its difficulty, like replacing the buttons with keypads, could do some things with random chances too, or just make the keypad not hackablethe others could maybe have randomized tweaks
