Allow application to be setup as a client which receives and sends commands 
through a server application or service, so that not every device needs direct 
access to a z-wave usb stick. Also, this allows the server application to 
broadcast events so that all devices receive the events and act accordingly. 
This means that all panels will go to red-alert together, update z-wave 
statuses, etc.
