Moved the metadata into setup.cfg #209

Converted CHANGES.rst to CHANGES.md, since it is concatenated to a MarkDown file. Version is now fetched from git tags.

This breaks related project automation, e.g. invoke. So no. At some point a bigger move to pyproject.toml will make sense.
