Marker right-click penalties #337

Marker allow to modify penalties on right-click

Done on the "WindEnergy3" branch.

The variables in the json of the scene added are

  1. archaeology_penalty
  2. hv_penalty
  3. natural_penalty

As regards "accessibility cost" it is hard coded on the whole region.
