TP / Home need an Abort #8

As we are making people wait 30 seconds, people may change there mind in that period. I suggest we have an /abort command, which allows them to cancel the current countdown teleport.

Also, if there currently in a count down period, they shouldn't be able to receive any more requests, so if I have just done /home and am waiting 30 seconds. Can you make it so I can't receive a /TP request (Give ingame message: User is already in a teleport queue.) Otherwise having multiple requests at once could confuse not just the player, but also the plugin.

/tpa, /tpahere, /home, /world can now be cancelled via /abort
