Run properties should default to strategy. #14

Checkout tcl should not be changing run parameters from their strategy defaults. Any such changes should be project-specific, versioned in project_info.tcl.

To attempt to preserve a linear history for the repo, I cherry-picked defaults-fixes onto bbardi's branch, and fast-forwarded v2020.1 to it. Left a tag in place on the previous location of v2020.1. If this solution works, the bbardi and defaults-fix branches should then be deleted, once any repos that might be using those commits as submodules have been switched to v2020.1 head.

Also added a v2019.1-1 tag to master head. If further development needs to happen in 2019.1 with this modification, this branch could get renamed to v2019.1 and left in place, instead of being deleted.
