Per Slack msg from Alicia Svenson, allow <q> to bear the @xml:lang attribute.
I am not 100% sure DHQ wants to allow @xml:lang on <q>; after all, the schema has explicitly disallowed it for a long time. But the code in dhq2html.xsl will already do the same thing with <q> as it does with <quote rend="inline">, which is to say use quotation marks based on the language. So it seems quite reasonable.
