Address #14 by making @xml:lang global (per latest posts to ticket and discussion on Slack).
Made @xml:lang available on every element except <dhq:articleType>, whose content is a closed value list.
I have tested by validating all article/0/0.xml files against the RELAX NG output both before and after this change. Only significant difference is 20 missing “xml:lang not allowed here” msgs. (There is an insignificant difference in how errors in @when are reported. Same errors are flagged, just the msg changed. Not sure why error msg changed, but no one cares, I don’t think.)
