Why are temp files/cache not being cleaned up?

I deleted the excessive cache files before checking where they were from, but I suspect it's Req Cache not Briefly. Dev's assumption is probably that user downloads many small files then reboots, clearing user cache, whereas I rarely reboot this Mac and download 100MB files.

Cache can be purged with Smee.Sys.reset_cache/0
