Somehow, XML comments have returned #45

There are XML comments in processed XML from Educate! https://tcd.dvc.heanet.ie for example.

Guess who was running the previous version of this library by accident. In version 0.3.0, and 0.4.0, comments do indeed seem to be absent, as expected.
