Harmonization: WAJA, when sending linkages to ADDO configure groupId to be the ward location #31

This is based on the conversation with @cozej4 that with the current set up where groupId is the village location id for the WAJA, this will cause the linkages to show up as referrals the CHW has sent to him/herself.
