301 backsearch p1 collect feedback in app #305

What? Why?

Closes #301

Front end

Adds components for:

Feedback tab,
Reminder pop-up modal
Feedback form modal
Thank you modals
Reusable label and textarea

Adds logic for:

Opening the feedback modal after clicking the feedback tab
Posting to the correct endpoint and populating the user_feedback table
Opening the reminder pop-up 5 mins after boundary layer has been switched on
Opening the reminder pop-up when user attempts to close browser tab / window
Adding local storage item to prevent the reminder pop up from showing again
Custom hook for form validation

What should we test?

Test the form by clicking feedback tab, completing the form and submitting
Test form reminder pop-up appears by attempting to close / leave user's current tab
Test 'Don't show again' functionality but repeating the above and clicking the relevant checkbox.
Test delayed reminder pop-up display but showModal: false from your local storage.
