What? Why?

Related to issue #19

This adds an endpoint which delivers information needed to interpret map taxonomy IDs (the "vocabs", e.g. categories like Economic Activity, Organisational Structure, and etc. which are historically defined in SKOS linked-data vocabularies).

In future, the information is planned to include configuration options for the map as well, but this is not in the scope of this branch.

What should we test?

Tests added for the validators should pass
A test for the endpoint itself will be added in a future branch.
