[CWM] Colocated co-ops can't be selected when spiraling

Description When you zoom close to a cluster of co-ops that are colocated, they will spiral as expected but it's not possible to select any of them.

Reproduce

• Open https://dev.maps.coop/cwm/?datasetId=delhi
• Select Other Services from Primary Activities in Search Panel
• Manually zoom into central Manchester, until you see a cluster of size 7 near Victoria station
• Zoom until they spiral
• Try and select one

Expected Behaviour It should be possible to select them, one at a time. Repeat same steps on https://coopsuk.solidarityeconomy.coop/

This now works, but with a funny artifact. It zooms way out and back down again, even though it is in the same building. Are there some parameters to calibrate so that when the place to zoom to is already on the page, it disables the zoom and only pans?
