The code for managing the filter in the primary directory panel was developed independently from that in the search panel. Each mechanism is missing functionality the other has. The search panel code is newer and more advanced. We have observed minor bugs toggling between the two panels, which may be messy to fix beacuse of the differences. So part of addressing these inconsistencies and reduce duplicaing code, replace the directory panel filter code with that used by the search panel.

Replace the filter management code used by the Directory panel with the code used by the search panel.

We considered removing the directory panel all together, as it doesn't add much, and the user can do nearly everything required in the search panel. We decided against as it is an nicer interface than the search panel so a better option in a few cases, especially when there are very few filter options in the search panel.
