Research flow for setting a project private for multiple institutions #405

Is your feature request related to a problem? Please describe. When you would like to create a private project, we have implemented a feature that should allow private for multiple institutions. So for example, you could say you only want this project to be visible for students from Fontys ICT and the TUe.

Only admins can select multiple institutions at this moment and this is not favorable because it's not the admin's responsibility to manage this. Therefore, the data officer or another (maybe new?) role should have this responsibility.

Research and determine the best flow to add multiple institutions to a project for a certain role.

Describe the solution you'd like An example of a solution would be to make a request to another institution and someone with a certain role from that institution should allow that project to be private on their institution.

Is there no longer a need for this to be realized? Maybe issues can be closed with a comment to backtrack why certain issues are closed.
