Add role for people that are allowed to add/remove highlighted projects #54

There should be a role for users that can mark/unmark a project as highlighted. Highlighted projects show in a card overview on the home page of the platform.

Aside from this, we need a way to assign this role to users, how will we do this? Do we need an admin panel for this?
