IDAHO services deprecation #802

The following IDAHO services have been deprecated and will be retired from the GBDX platform on December 9, 2019. 
• IDAHO TMS Service 
• IDAHO Explorer web application 
• IDAHO WMS Service 
• IDAHO Layers QGIS Plugin

We will need to clean up dead functionality, such as Idaho.create_leaflet_viewer()
