We need a PriorityQueue that is gc safe, fast, and generic.
Uses:
Combining multiple loading sequences (if player breaks chunks, then higher priory is given)
The render set should be replaced with a priority queue, where the priority is how close the chunk is to the player. It should as take into account occlusions and frustums.
