Address DLTN_XSLT-175. #176

What does this Pull Request do?

Makes sure we don't end up with an empty physicalDescription node.

What's new?

The current cmhfqdc transform expects a form. Because of this we can have physicalDescriptions with no child nodes and fail validity checking.

How should this be tested?

  1. Look at the transform change. Does it look good?
  2. Did the Travis build pass?
