SLOW PARSER LOAD PAGES AGAIN: As Lisa, I want the manager pages to load the parser pages faster, so that I dont get frustrated by slow loading

STORY

Acceptance Criteria

Parser edit pages load efficiently, ideally under 3 seconds eg https://manager.digitalnz.org/parsers/61a04909497b9b000ae64bb3/edit can take 30 seconds some times

Seems like its unnecessarily loading all the versions again. Maybe this fix has fallen off? https://www.pivotaltracker.com/story/show/180075860
Is there a reason you cant change the APM view of the manager to "page-load". This option is available on websites like dnz and natlib, but not the manager ☹ (see screenshot)
