[4.7] Add VPC `getAll` #315

This PR adds:

  1. VPC Api with getAll endpoint
  2. VPC Entity
  3. Added new section to readme

If something is missing or when I should extend something, just drop a short comment pls :)

Thanks for working on this. This will be included in the v4.7.0 release.
