CMake-ify docs creation #554

Right now, to create HistomicsTK docs, one has to manually run the appropriate make command in the docs folder. A cleaner way would be to cmake-ify this part of the project and generate this documentation at build time if a certain CMake boolean variable is set to ON.

This has been build by tox for quite a while.
