Test the dsarchive/dsa_common docker build environment #277

We publish two sets of docker images; the old docker images that are used with the deploy_docker.py script had fairly complete tests. This performs those same tests on the new docker image used with docker-compose. This is a necessary step prior to deprecating the deploy_docker.py script (docker-compose does everything we want).
