Do not advertise DD-OPER as a super-subset of DD-API #35

On https://digitaledeltaorg.github.io/dd-oper.v202.html the DD-OPER is advertised as: "The DD-OPER specification is a specialized super-subset of the DD-API".

This does not make sense. If it is both a superset and a subset, then we have to conclude that DD-OPER-API and DD-API are two independent entities.

Bediscussieerd in de werkgroep. RWS wil proberen DD-OPER helemaal intern te houden, en naar buiten toe altijd DD-API te gebruiken. RWS gaat in kaart bringen of die kan en zo niet, wat er moet gebeuren om het wel te kunnen.

Ik zou nog even de discussie van vanmiddag willen afwachten over de integratie van DD-OPER en DD-API. Wellicht moet er een nieuw issue worden geopend voor deze integratie. In dat geval kan dit issue worden gesloten.
