Fix/quota special proposal #361

This fixes an issue where Quota is not showing Properly for special Proposals. Info-server is not returning the expected value for Quota so we need to use CONFIG_SPECIAL_QUOTA_NUMERATOR, CONFIG_SPECIAL_QUOTA_DENOMINATOR from daoConfigs
