I have been pulling my hair out for multiple hours trying to get this to work, finally got fed up and went in, replacing the files 1 by 1.
Anyways...
To get this to work on Mint you need:
Download the OLD release, as the latest one does not work.
navigate to the /home/<username>/.local/share/applications
double click the "org.gimp.GIMP.desktop" file.
When it pops up the dialogue box, hit Run anyway and/or trust (whatever the other option is).
Boom, done. That's all you needed and now it works even from the "PhotoGimp" menu item.
(Fair Warning, I do have my system setup to automatically log me in without using a password, this could be causing the issue that I had.)
I've since re-installed Linux Mint 21.2 (due to other issues) and this is still required for it to work.
