[FEATURE] Create Discussion Tab in the repository

I'm not able to discuss something instantly or making small things. I have to create Issues for that.

Proposed Solution

I believe the repository should Have discussion tab in it. So we can generally discuss things with each other without any restrain. And just say what we think.

There is official docs for setting up discussion tab. link There, I have linked it with it.

Please note that, This can be only done by repo. owner.
