LayoutDocument leaks on contextMenu opened #173

On LayoutDocument Header ContextMenu opended,Command will not be collected

I have an idea that take the DropdownContextMenu to TabControl,but not in tabitem,and this ContextMenu will be created only one in TabControl,It should take some time,and I cannot make sure there is the same question
