Has Disa a chance to fully wear and mean the title of this repository in the future ?

So as I suspected, the project isn't open source, only the framework for building plugins?

Disa.im is a proxy for Telegram, which is used by privacy-sensitive individuals and which is open source. Making Disa.im not open source might turn off a lot of Telegram users.
