Well, I think there should be a comment which makes it explicitly clear that the Action Center is that sidebar with notifications, because in the current state there is possibility of confusion with the Win7's Action Center, which was renamed to "Security and Mainteance" in Win10.
Wikipedia also defines it as "a notification center") and the term "notification center" is also used in the registry value which disables it. I can't think of better idea.

Fair enough. Seems that Notification Center is not trademarked (yet... although the remark about the list being non-exhaustive might suggest otherwise).
Notification Center (you have a typo there, btw) is a term used in iOS and macOS. Windows materials and documents never call it that way. Since Windows Phone 8.1, where it was first introduced, it's always referred to as Action Center. Yes, it manages notifications, but it shouldn't be called Notification Center. There's also a possibility of confusion with Notification area which is how systray is called at least since Windows 7.
The BSOD part is OK.
