Telemetry suggestions #223

Found some telemetry-related GPOs (CEIP, handwriting, Cortana). Some might be unnecessary, some might be as a separate tweak. I created a PR, but just named it "suggestions", as there are decisions that require brain of yours. ;) There are more telemetry/privacy GPOs possible, but I'll wait how these turn out first.

Majority of these are already indirectly disabled on some higher level. E.g. the whole CEIP is indirectly disabled by disabling feedback, Application Telemetry by disabling the regular telemetry, handwriting personalization data sharing by Cortana and so on. I don't know yet if it's better to have them mixed in the higher-level tweaks like you did or if it's better just to mention in the comments what else is disabled by the higher-level tweaks. I'll think about it (not sure when, though :( ).
