disablewebsearch breaks desktop search in 1903 #264

Greetings folks

I've noticed the disablewebsearch function breaks Win10 desktop search in 1903. If you tap your Windows key, or click search button on toolbar, then start typing an app like 'ISE', the search box goes black and no results ever appear.

If you enablewebsearch and reboot, the functionality returns to normal.

This does not appear to be an issue on 1809.

Duplicate of #262.

KB4515384 released via Windows Update this week fixes the issue.
