Add option to change system theme #296

This tweak adds option to change system theme to dark or light. Previous tweak change only app color

I'm not a fan of dark themes (heresy, I know), so I don't have firsthand experience with it, but would it make sense to just merge it with the existing EnableDarkTheme tweak instead of introducing a new one?

Probably yes, but I am not sure if older Windows 10 versions didn't have only system dark theme (not for apps).
